With the advocacy of student interaction on the City branch, the City Government of Naga, represented by the city Vice-Mayor Nelson Legacion, together with all the schools in Naga, including the University of Nueva Caceres, headed by Executive Vice- President, Dr. Lourdes Anonas, joined forces to implement the Sangguniang Panlungsod Student Participation Program (SP-SPP).
With the presence of Mayor John Bongat, Vice-Mayor Nelson Legacion and the Sangguniang Panlungsod members, the Meorandum of Agreement (MOA) between two parties, LGU-Naga and UNC, was approved last November 19, 2013 at Sangguniang Panglungsod Session hall.
Stated therein, the SP-SPP generally focuses on engaging students in the affairs of the city government’s legislative branch through a study tour that will cover a real-time observation of the city council’s regular session and a close interaction with the Vice-mayor and the City councillors. It aims to educate the students also o legislative functions and processes of the city government, enhance their awareness on various developmental issues, as well as engage and empower them as proactive stakeholders and development partners of the City.
The city government of Naga does not only purport this agreement with UNC but also with all the academic organizations in Naga. In fact, last February 4, 11 and March 4 this year, different schools within the city such as Ateneo de Naga University (ADNU), Naga College Foundation (NCF), Bicol State College of Applied Science and Technology (BISCAST) and Universidad de Sta. Isabel (USI) held together a meeting to discuss about the planning, consultation and orientation of the students’ participation in program evaluation by April.
LBU-Naga together with the administrators of different universities and colleges, aims to enhance the quality of education in Naga and promoting transparency, accountability and people empowerment in local governance.
